Simon was head coach of Australian rowing for a short period of time. During this time he finalised a document titled “The Model of Excellence” which proposed the way to achieve success at the 2000 Olympic Games. This work had previously been commenced by Dennis Hatcher, an Australian Lightweight representative and selector, and now at the AIS. The ideas in this document were used as a base for the ASC high performance programmes and funding in the years leading up to the 2000 Olympic Games and the high performance structure for rowing. It was an important strategic document which deserves much praise.
The funding for his position was withdrawn in 1995 and his position necessarily ceased. The high performance area of Rowing Australia was taken over by the Australian Sports Commission in 1996 and the Australian team achieved great success.
