Duncan learned his rowing at Brisbane's Church of England Grammar School. Whilst still at school, he joined a group of youth athletes from various schools which included future Australian representatives Ian Edmunds and Richard Patterson. This group went on to win the youth eight championship in 1981. In 1983 he won the Senior B National Championships with Ian Edmunds, Paul Thompson and James Galloway. He also recorded some great performances at selection regattas in a pair with Ian Edmunds. In 1983 he toured with the men's eight but was not selected in the final crew. He raced successfully in the senior B team that year. In 1984 he was a member of the National Championship coxless four crew and then raced at the 1984 Olympic Games in the coxless four. Duncan died in a motor vehicle accident in December 1984 just as his rowing career was maturing.
