The 1964 RA Annual Report noted the untimely passing of Cliff in the following tyerms.

Cliff Cullen was one of the most efficient rowing officials in Queensland and will be well remembered as a chief starter at the last King's Cup in Brisbane when he sent the crews away in the final to a perfect start. His untimely death at the age of 53 comes as a great shock to all Australian oarsmen.

Jack Pritchard in his book Rowing in Queensland, reported the death of Cliff Cullen in 1963-64 season with the following tribute: The death occurred during the year of Cliff Cullen, an Honorary Life Member of the Q.A.R.C.. He was a member of a King's Cup crew from Bundaberg and later coached one of their King's Cup crews. He moved to Brisbane and rowed with Toowong for a short time.
